The Village of Strum Mails or Emails Water & Sewer Utility Bills within the first week of each month.
Payment is due the last day of the month. A late fee of 3% or a minimum of .50 cents per water/sewer/fire will be charged on all late payments.

You can authorize the Village of Strum and your financial institution to electronically Debit your checking or savings account. Your outstanding balance for Water & Sewer Utilities, will be deducted on the last business day of every month. This authority will remain in effect until you notify us in writing to cancel it, in such time, as to afford the financial institution 6 business days before your account is changed. Fill out the form below and return to the Village Office if you want us to setup Direct Payment for you.

Where can I find my water meter?
Water meters are always indoors. They are usually located in the lowest level or basement of a residence. Oftentimes they are situated on the side of the home/building closest to the street, in a utility closet or near the water heater. If you are a renter and you cannot find your water meter, your landlord or property manager will be able to assist you.

Meter Reads
Our Public Works Department will read your meter quarterly for you. You are responsible for entering your meter read on the back of your bill for all other months if you want exact billing for your month usage. If you do not enter your meter read on the back of your bill, our software will estimate your monthly consumption. (takes the last 12 months & averages your monthly consumption)

Water usage habits and appliance efficiency vary from household to household. Higher usage results in a higher bill amount.

No. Water meters function similarly to a vehicle odometer. The meter can slow down or even stop registering usage completely due to age or wear. It cannot arbitrarily record more usage than has passed through the meter.

Outdoor leaks are commonly caused by irrigation systems, hoses, and service lines. Monitor irrigation systems to ensure they are running as programmed. Also, check for wet spots in the yard. This can indicate a leak in the irrigation system or service line.
Checking Toilet Leaks: Place a few drops of food coloring into the toilet tank. After 20 minutes, if there is any color in the toilet bowl, there is a leak. To avoid staining, flush after testing. Another check is to remove the lid from the toilet tank and flush it. If water drains into the overflow tube, the tank is overfilling.

Disconnection of Services
Any account past due 90 days will receive a Disconnect Notice in the mail.
You will have 10 days to pay the delinquent amount, or your service is subject to disconnection.
If the Public Works Department has to disconnect your service, an additional charge of $25.00 for reconnection during normal business hours or a $40.00 charge after business hours, will be applied to your bill.

If there is an existing medical emergency in your home and you furnish the company with a statement signed by either a licensed Wisconsin physician, or a public health official, we will delay disconnection of service up to 21 days. The statement must identify the medical emergency and specify the period of time during which disconnection will aggravate the existing emergency.
In any situation where you are unable to resolve billing disputes about the grounds for proposed disconnection through contacts with our utility, you may make an appeal to Wisconsin Public Service Commission, Madison, Wisconsin.

Out of sight, out of mind. That tends to be the mind set when disposing of things into the public sewer system.
However, public sewer systems are only designed to handle wastewater from appliances such as washing machines and dishwashers, as well as from sinks, baths and human waste and toilet paper flushed down toilets. Sewer systems are not meant to be used as trash receptacles.
Most people do not realize that the pipes connecting their home or business to the public sewer system are usually only four inches in diameter. By putting anything other than water, human waste, and toilet paper down drains they risk clogging their pipes, as well as the main sewer lines.
Just because an item claims to be “disposable” or “flushable” does not mean it should be flushed down the toilet. So called “flushable” wipes do not disintegrate like toilet paper does, but instead acts like a net, catching other debris causing larger clumps of debris to form which can clog sewer mains and lift station pumps. “Disposable” items such as feminine hygiene products, cotton balls, Q-Tips, condoms, etc. that may make it the entire way through the public sewer system end up in rivers and lakes.
Fats, Oils & Grease (FOG) Another enemy to public sewer systems is FOG. These items should never be allowed to enter the public sewer system. By allowing any of these items to enter the drains of residences or businesses, customers not only risk clogging their private line, but also the sewer mains. Each time one of these is released into the system residual is left behind on pipes and continues to build up over time until blockage forms. These blockages can result in sewage backups which can enter homes and businesses and be very expensive to repair.
Only the three P’s, pee, poop and (toilet) paper, should ever be flushed down the toilet and only water should go down drains.
Bottom line is, if trash and debris continue to be discarded into the public sewer system, the Village will have no option but to raise sewer rates in order to cover the additional labor and repair costs associated with this issue. We encourage businesses to hang posters in restrooms and break rooms reminding employees of what should and should not be disposed of in toilets and drains. Remember, it is everyone’s responsibility to help maintain the public system to keep costs down.
